In accordance with the notice from the China Scholarship Council (CSC) regarding the application for the Chinese Government Scholarship High-Level Postgraduate Program for the 2025/2026 academic year, Liaoning University extends a warm welcome and invites outstanding young talents from around the world to apply for the High-Level Postgraduate Program supported by the Chinese Government Scholarship at Liaoning University.

I. Admission Categories and Majors

1.Admission Categories: Master's Degree, Doctoral Degree

2.List of Admission Majors and Brief Introduction of Supervisors: Refer to Appendix 2 for details: Major Catalog and Supervisor Profiles for the Chinese Government Scholarship High-Level Graduate Students Program at Liaoning University for the 2025/2026 Academic Year.

 

II. Planned Admission

For the 2025/2026 academic year, Liaoning University is eligible to recommend 20 applicants to the China Scholarship Council. The specific number of admission is subject to the approval from the China Scholarship Council.

 

III. Eligibility Criteria

1.Non-Chinese citizens in good physical and mental health are eligible to apply.

2.Applicants must meet the requirements outlined in the Chinese Government Scholarship Admission Brochure.

3.Age and Educational Background

●The applicant must be an academically excellent holder of a Bachelor’s degree under the age of 35 when applying for a Master’s program;

●The applicant must be an academically excellent holder of a Master’s degree under the age of 40 when applying for a doctoral program.

4. Language Requirements

Applicants selecting Chinese-taught program must attain a Chinese proficiency level HSK4 (Chinese Proficiency Test Level 4).

Applicants selecting English-taught program must achieve an IELTS score of 6.5 or a TOEFL score of 90, or pass an interview conducted by Liaoning University's English expert panel.

Please note that applicants whose native language is English or whose official language is English in their home country are exempt. Those without English proficiency certificates may provide other official English proficiency certificates.

5. Additional Conditions

Applicants must meet Liaoning University's academic competence and other relevant admission requirements.

 

IV. Scholarship Coverage and Criteria

1. Scholarship Coverage

The scholarship covers tuition fees, accommodation, stipend, and comprehensive medical insurance.

2. Scholarship Criteria

●Tuition fees;

●Free university dormitory or accommodation subsidy;

●Stipend

Master's students : CNY 3,000 per month

Doctoral students: CNY 3,500 per month

●Comprehensive medical insurance:

CNY 800 per person per year;

V. Application Materials

Applicants must truthfully complete the application form according to the application process and submit authentic application materials, including:

1. Chinese Government Scholarship Application Form (filled in in Chinese or English). Applicants can log in to the China Scholarship Council's Study in China Online Application System to fill in and submit electronic registration information, and shall save the Chinese Government Scholarship Application Form generated by the system. After submitting the registration information, applicants are required to send the Chinese Government Scholarship Application Form to the official email address of International Student Admissions Office of Liaoning University, shown as below:

2. Photocopy of a valid passport

Provide a clear scanned copy of the Passport Information Page, and ensure that the passport will not expire on or before September 1, 2025.

3. Notarized photocopy of diploma and certificate of highest education  

The applicant who is a current student shall submit the certificate of expected graduation or student status issued by the current educational institution (it must indicate the expected graduation date and the time of obtaining the graduation certificate and degree certificate).

4.Academic transcripts (starting from the undergraduate level).

The scanned photocopies of the transcripts should cover the undergraduate, master's (if applicable), and doctoral study stages (if applicable), up to the most recent semester. Transcripts must be issued and stamped by the academic affairs office, graduate school, or relevant student administration department. Transcripts can be provided in Chinese or English. If in a language other than English, an additional English translation, duly notarized, is required.

5. Language proficiency proof

For applicants applying for Chinese-taught programs, a photocopy of a valid HSK (Chinese Proficiency Test) score report within the validity period and meeting the corresponding Chinese proficiency requirements is required. For applicants applying for English-taught programs, a photocopy of the TOEFL or IELTS score report is required (applicants whose native language is English or whose official language is English in the home country are exempt from this requirement). For those without TOEFL or IELTS certificates, other official proof of English proficiency may be provided.

6. Study and Research Plan (Written in Chinese or in English based on the language as required in the program)

For plans written in Chinese, the content should not be less than 2000 words. For plans written in English, the content should not be less than 2500 words. Study and Research Plan should include educational background, work experience, academic research achievements, proposed research plans, and post-graduation personal development goals. Doctoral applicants must obtain Chinese supervisor’s signature.

7. Recommendation Letters

Provide two recommendation letters issued by professors or associate professors. The letters can be written in either Chinese or in English and must bear the signature of the head of the recommending department or the official seal of the recommending department.

The content should focus on the applicant's goals for studying in China, the collaboration between the Chinese institutions or supervisors and foreign supervisors, or international exchange situations. Additionally, the letters should include an evaluation of the applicant's overall capabilities and future development prospects.

8.Photocopy of the Foreigner Physical Examination Form.

This form, uniformly printed by Chinese quarantine authorities, can be downloaded from the website of the China Scholarship Council and must be filled in in English. Applicants are required to undergo a physical examination strictly according to the items specified in the Foreigner Physical Examination Form.Original copy of the form lacking entries, without the applicant's photo affixed or with the photo lacking an official seal, and those without the signature and seal of a physician and hospital are considered invalid. Considering the six-month validity period of the examination results, applicants are advised to schedule their physical examinations accordingly. Photocopies must include an affixed photo, and the original should be kept by the applicant. (Format Reference, refer to Appendix 3.)

9. Valid Certificate of Non-Criminal Record.

The applicants must submit a valid certificate of non-criminal record issued by the local public security authority, usually issued within six months prior to submission date of the application.

10.Personal Achievements.

If any published papers, certificates of achievement, or any other documents demonstrating academic accomplishments and research capabilities, the applicants shall provide the title of the paper or achievement, abstract or summary, publication details and supporting documents.

11.The applicant under the age of 18 shall submit relevant legal documents of the legal guardian(s) in China.

 

Attention: Materials uploaded through the system must be clear, authentic, and valid. Applicants are advised to use professional equipment to scan the required documents for submission. Any consequences arising from unclear or unrecognizable materials shall be borne by the applicant.

VI. Application Process

Applicants must first obtain the recommendation qualification   from Liaoning University before filling in and submitting electronic application information on the China Scholarship Council's Study in China Online Application System. The specific steps are as follows:

[Step 1]

Visit the official website of the Institute of International Education of Liaoning University (https://ie.lnu.edu.cn/) to inquire about the required application materials for the Chinese Government Scholarship High-Level Postgraduate Program for the 2025/2026 academic year.

[Step 2]

Applicants who meet the application criteria should prepare the required application materials independently.

[Step3]

Log in to Liaoning Universitys registration system (https://lnu.17gz.org/member/login.do) to submit application materials. First, create an account using your email. Then, select the Chinese Government Scholarship program, complete your personal information, upload the required attachments, and click Submit. After submission, wait for the review feedback and revise or supplement your materials as required based on the feedback

[Step 4]

After the preliminary review of the application materials, please wait for the notification email regarding the interview from Liaoning University.

[Step 5]

Upon receiving the interview notification email, applicants shall follow the interview requirements (refer to VII. Admission and Notification). Liaoning University will notify the interview results via its official email.

[Step 6]

Applicants who have obtained the recommendation qualification should follow the steps in Appendix 1, Instructions for the Chinese Government Scholarship Information System (CGSIS). Click on the China Government Scholarship - Information System for International Students icon to enter the application system, and submit all electronic versions of the application materials to complete the final application process.

Attention:

1. Chinese Government Scholarship recipients are not allowed to concurrently receive funding from other scholarships established by the Chinese government at any level or by the admitting institutions (excluding one-time rewards). If such instances are discovered, the Chinese Government Scholarship will be revoked, and any funds already received must be returned. Applicants who intentionally conceal such information will not only lose the eligibility but will also be prohibited from applying for the Chinese Government Scholarship for the next three years.

2. Important personal information, such as passport name, passport number, nationality, date of birth, contact number, etc., must be accurately provided. Failure to do so may result in a failed application.

3. All applicants shall ensure the accuracy and validity of essential information required during the admission process, such as email address, personal contact number, and contact number in China. Maintain open communication and promptly check emails during the application period.

4. Regardless of the admission results, application materials will not be returned.

 

VII. Admission and Notification

1. Adhering to the principle of “individual application, school recommendation, expert review, and selective admission”, this program is aimed to select international students with excellent academic background, professional capabilities, and future development potential.

2. Institute of International Education of Liaoning University reviews the application materials submitted by applicants.

3. Liaoning University assesses and admit applicants through a combination of written examinations and interviews to evaluate the attitudes towards China, academic achievements, research abilities, language proficiency, overall qualities, development potential, health conditions, and non-criminal records. The written exams and interviews will be conducted online, and International Student Admissions Office of Liaoning University will send the notification about the specific time and arrangement to applicants’ email provided on the Chinese Government Scholarship Application Form.

4. Institute of International Education of Liaoning University will, by the end of July 2025, either transfer the Admission Notice and Visa Application for Study in China (Form JW201) documents or directly inform the applicants.
