Liaoning University is a comprehensive university offering disciplines including literature, history, philosophy, economics, management, law, science, engineering, medicine and art. It is a key university of the national “211 Project” and a national “Double First-Class” construction university, and has been selected into the Ministry of Education’s basic disciplines “101 Program”. Liaoning University started international student education in 1965, making it one of the earliest universities in China to provide education for international students. It is a host institution for Chinese Government Scholarship students, a demonstration university for international student education in Liaoning Province, and an excellent test center for the Chinese Proficiency Test (HSK). The Chinese Government Scholarship “Silk Road” Program is a full scholarship program funded by the Ministry of Education of China, designed for selected Chinese universities to independently recruit outstanding international students from countries jointly building the “Belt and Road” to study in China.

IV. Application Requirements
1. Non-Chinese citizens with no criminal record, good physical and mental health, excellent academic performance.
2. Must hold a high school diploma, and be no older than 25 years old.
3. Not receiving any other scholarship at the same time.
4. Chinese language proficiency: in principle, at least 180 points in HSK Level 4 or above.
5. Applicants must take the Chinese Standard College Admission Test (CSCA) for undergraduate international students.
6. Other Requirements
(1) Applicants shall meet the admission requirements of Liaoning University in terms of academic ability and other relevant aspects.
(2) If a Chinese citizen immigrates to a foreign country and applies to study in our university as an international student, he/she must hold a valid foreign passport or nationality certificate for 4 years or more, and have actually resided abroad for at least 2 years in the latest 4 years (as of April 30 of the admission year). Actual residence abroad for 9 months in one year can be calculated as one year, subject to entry and exit stamps.

VI. Application and Admission Procedure
1. Applicants apply on the Liaoning University International Student Online Service System. Log in to (https://lnu.17gz.org/member/login.do), register an account with an email address first, then select “Chinese Government Scholarship ‘Silk Road’ Program” to fill in personal information, upload attachments, and finally click “Submit”.
2. Liaoning University reviews the application materials. Qualified applicants in the preliminary review will enter the interview stage. Interviews will be conducted online. Specific interview arrangements will be sent to the applicant’s registered personal email via the official email of the International Student Admission Office. Please check your email regularly.
3. Applicants who pass the interview will enter the re-examination stage. Liaoning University will nominate qualified applicants who pass the qualification review, interview and re-examination for the scholarship, and issue Pre-admission Notice to the nominated applicants.
4. Nominated applicants log in to the China Scholarship Council Application System (https://studyinchina.csc.edu.cn), select scholarship program category “Type B”, submit electronic versions of all application materials following the steps in Appendix 2 Instructions for Applicants on the Chinese Government Scholarship Information Management System for Studying in China to complete the final application. Submission of materials via the system without nomination from Liaoning University is invalid.
5. Before June 5, 2026, Liaoning University will submit the application materials of nominated applicants to the China Scholarship Council. The final admission result will be determined and feedback to the university by the China Scholarship Council (the final result is subject to the notice of the China Scholarship Council).
6. Liaoning University announces the admission results and issues the Admission Notice and Visa Application Form for Foreign Students Studying in China (JW201) to admitted students (expected by the end of July 2026).
VII. Application Materials
Applicants must truthfully fill in the application form and submit authentic materials as required, including:
1. Copy of valid passport. Please provide a complete copy of the personal information page. The passport must be valid after September 1, 2026. Applicants currently residing in Chinese mainland must provide a valid visa or residence permit.
2. Notarized high school graduation certificate. Documents in languages other than Chinese and English must be accompanied by a notarized Chinese or English translation. Current graduating students must submit an expected graduation certificate issued by their school, stating the expected graduation date and certificate issuance date. Original graduation certificate must be presented upon registration.
3. Notarized full academic transcripts of high school. Documents in languages other than Chinese and English must be accompanied by a notarized Chinese or English translation.
4. CSCA score report. Applicants must submit a scanned copy of the score report of the Ministry of Education “Chinese Standard College Admission Test (CSCA)” (two subjects: Chinese and Math ).
5. For Chinese-taught programs, applicants must provide a scanned copy of HSK score report (valid within two years) with at least 180 points in HSK Level 4.
6. Personal resume (filled in according to the template in the application system).
7. Study plan (written in Chinese, no less than 800 words).
8. Two recommendation letters (written in Chinese or English) for undergraduate applicants.
9. Foreigner Physical Examination Certificate (filled in Chinese or English, strictly following the listed items). Medical reports issued after November 2025 are valid.
10. Non-criminal record certificate issued by the local public security authority within the validity period. Certificates issued after November 2025 are valid.
11. Applicants under 18 years old (born after September 1, 2008) must provide relevant documents such as a power of attorney for guardianship of minors.
12. Other documents proving academic ability and comprehensive quality, such as award certificates, published papers, etc.
13. Financial support statement.
VIII. Special Reminders
1. All materials must be in Chinese or English. Certificates in other languages must be accompanied by a notarized Chinese or English translation.
2. Incomplete or non-compliant materials will not be accepted.
3. Please upload color scanned PDF versions.
4. During the material review, Liaoning University may require some applicants to submit original hard copies/notarized copies or certification documents from designated authorities for further verification. Applicants must ensure the authenticity and accuracy of all information and materials; otherwise, admission qualification will be canceled.
5. Please provide accurate and valid contact information including email address, personal phone number and contact person in China for admission procedures. Keep your phone available and check emails regularly during the application period.
6. Scholarship recipients must complete registration and enrollment procedures on time as required by the university. Those who fail to register without approval will be deemed to have given up their student status automatically, and the scholarship qualification will be canceled accordingly.
7. Scholarship recipients must participate in the annual scholarship review as required. Those who fail to participate or fail the review will have their scholarship suspended or canceled.
8. Chinese Government Scholarship students shall not receive other scholarships (excluding one-time awards) from Chinese governments at all levels and the host university at the same time. Violators will have their scholarship canceled and be required to return the scholarship already received. Those who intentionally conceal other funding will be banned from applying for the Chinese Government Scholarship for three years in addition to scholarship cancellation.
