二、申请资格
Ⅱ Eligibility Criteria
1.申请人须为非中国籍公民，身心健康。
1. The applicant must be a non-Chinese citizen in good physical and mental health.
2.学历和年龄要求
（1）来华攻读本科学位者，须具有高中学历，年龄不超过25岁。
（2）来华攻读硕士学位者，须具有学士学位，年龄不超过35周岁。
（3）来华攻读博士学位者，须具有硕士学位，年龄不超过40周岁。

Applicants for bachelor’s degree must have a high school degree and be no more than 25 years old;
Applicants for master’s degree must have a bachelor degree and be no more than 35 years old.

（1）中文授课申请者，中文水平原则上至少达到汉语水平考试HSK（四级）180分或以上。
Chinese-taught program applicants , the Chinese proficiency level should at least reach HSK 4(score of 180 or above).
（2）申请英文授课项目，英语水平须满足下列条件之一：
托福TOEFL80分及以上，并提交成绩证明；
雅思（IELTS）5.5分及以上，并提交成绩证明；
其他国际认可的英语水平考试达到相当分数，并提交成绩证明；
上一阶段学位学习使用英语教学的申请者，可提供由上所就读学校出具的《英语授课证明》；
英语母语国家申请者可以免除提供上述英语水平证明。
For English-taught program applicants, the English proficiency must meet one of the following conditions:
TOEFL(80) or above and submit the score certificate;
IELTS（6.5）or above and submit the score certificate;
Other internationally recognized English proficiency tests with scores of the same level and proof of certificates is needed;
Applicants who were taught in English in the previous stage of degree study may provide a relevant certificate issued by the former university;
Native English speakers can be exempt from providing the above-mentioned English proficiency certificate.

（1）申请人应当符合辽宁大学在学术能力及其他相关方面的入学要求。
Applicants must meet Liaoning University’s academic competence and other relevant admission requirements.
（2）如果中国公民移民外国后以外国留学生身份申请来校学习的，须持有有效的外国护照或国籍证明文件4年（含）以上，且最近四年（截至入学年度的4月30日前）之内有在国外实际居住2年以上的记录（一年中实际在国外居住满9个月可按一年计算，以入境和出境签章为准）。
According to Quality Standard of Higher Education for International Students in China, Former Chinese citizens who apply to study as foreign students in Colleges and universities must hold a valid foreign passport or nationality certificate for more than 4 years. In addition, there are records of actually living abroad for more than 2 years in the latest four years (up to April 30 of the enrollment year) (the actual residence abroad for more than 9 months in a year can be counted as one year, subject to the entry and exit signatures).

申请人必须按照申请流程如实填写申请表，并提交真实的申请材料，具体包括：
Applicants must truthfully complete the application form according to the application process and submit authentic application materials, including:
1.《中国政府奖学金申请表》（中文或英文填写）。
申请人需登录中国国家留学基金管理委员会“来华留学网上报名系统”填写和提交电子报名信息。辽宁大学招生代码为：10140，“丝绸之路”中国政府奖学金项目类别为：B类。
1. Chinese Government Scholarship Application Form (filled in in Chinese or English).
Applicants can log in to the China Scholarship Council’s Study in China Online Application System to fill in and submit electronic registration information. Liaoning University's enrollment code is 10140, and the “Silk Road” China Government Scholarship program category is B.
2.有效护照的复印件。
请提供完整的个人信息页的复印件，护照有效期应晚于2025年9月1日。
2. Photocopy of a valid passport.
Provide a clear scanned copy of the Passport Information Page, and ensure that the passport will not expire on or before September 1, 2025.
3.经过公证的最高学历证明(需提供经公证的中文或英文翻译件，在读学生需提供预毕业证明或在读证明，证明中须说明预期获得的学位和毕业时间，报到时须携带最高学历证明原件)。
3. Notarized highest diploma (notarized in Chinese or English, Prospective diploma recipients should submit official document issued by your current school to prove not only your current student status, but also the expected degree certificate and graduation date, original certificate must be presented when you come to register).
4.学习成绩单（本科自高中阶段起，硕博自本科阶段起）。
应提供直至最近一学期的成绩。成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。可提供中/英文成绩单，如为中文和英语以外语种，需另提供英文翻译件并公证。
4. Academic transcripts (for undergraduate students, it starts from the senior high school program onwards；For master’s and doctoral students, it starts from the undergraduate program onwards)shall from first to last semester. Transcripts must be issued and stamped by the academic affairs office, graduate school, or relevant student administration department. Transcripts can be provided in Chinese or English. If in a language other than English and Chinese, an additional English translation, duly notarized, is required.
5.语言水平证明。
以中文为专业授课语言的申请人，须提供有效期内且与相应中文水平要求相符的HSK成绩报告单复印件。以英文为专业授课语言的申请人，须提供托福或雅思成绩报告复印件（英语为母语或本国官方语言为英语的申请人除外）。无托福或雅思成绩证书者，可提供其他官方英语水平证明。
5. Proof of Language Proficiency.
For applicants applying for Chinese-taught programs, a photocopy of a valid HSK (Chinese Proficiency Test) score report within the validity period and meeting the corresponding Chinese proficiency requirements is required.
For applicants applying for English-taught programs, a photocopy of the TOEFL or IELTS score report is required (applicants whose native language is English or whose official language is English in the home country are exempt from this requirement). For those without TOEFL or IELTS certificates, other official proof of English proficiency may be provided.
6.来华学习或研究计划（参考附件1）
根据申请专业授课语言选择中文或英文撰写，内容应包括学历背景和工作经历、学术研究成果、拟研究计划、毕业后的个人发展目标等，本科生不少于800字，研究生不少于2000字。博士研究生须由中方导师签字。
6.Study or research plan in China (Appendix 1).
Written in Chinese or English, based on the language as required in the program. The study or research plan should include educational background, work experience, academic research achievements, proposed research plans, and post-graduation personal development goals. For undergraduates should be no less than 800 words and for postgraduates should be no less than 2000 words Doctoral applicants must obtain Chinese supervisor’s signature.
7.推荐信（参考附件2）。
申请攻读硕士、博士学位的申请者需提交两名教授或副教授的推荐信，用中文或英文书写，且必须注明推荐人为教授或副教授。内容应重点包含对申请人来华学习目标要求，中方院校或者中方导师与国外导师的合作情况或者校际交流情况，以及对学生综合能力、未来发展的评价。
7. Recommendation Letters (Appendix 2)
Two letters of recommendation from professors or associate professors, written in Chinese or English, and it is necessary to indicate that the recommender is a professor or an associate professor( compulsory for master & doctoral applicants). The content should focus on the applicant’s goals for studying in China, the collaboration between the Chinese institutions or supervisors and foreign supervisors, or international exchange situations. Additionally, the letters should include an evaluation of the applicant’s overall capabilities and future development prospects.
8.《外国人体格检查表》复印件(原件自行保存，此表格由中国卫生检疫部门统一印制，须用英文填写)。（参考附件3）
申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效，检查结果有效期为6个月。
8. A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). (Appendix 3)
The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid.Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
9.无犯罪记录证明。
申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前6个月以内的证明文件。
9. Non-criminal record report.
The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6months prior to the submission date of the application.
10.未满18周岁（截至2025年9月）的申请人需提交在华监护人担保书。

五、申请流程
Ⅴ Application Procedure
申请者需同时在国家留学基金委网站和辽宁大学国际学生在线服务系统网站上进行申请，并在2025年5月23日前提交申请。申请步骤为：
Applicants need to apply on both the China Scholarship Council Website and the International Student Online Service System of Liaoning University website, and submit their applications before May 23rd, 2025. The application steps are as follows:
1.注册并登录中国政府奖学金来华留学管理信息系统（http://www.campuschina.org/），在线填写《中国政府奖学金申请表》并提交所需申请材料；辽宁大学招生代码为：10140，“丝绸之路”中国政府奖学金项目类别为：B类。
根据系统提示上传相关申请材料。选择Type B，填写辽宁大学代码:10140。
Log in to the "CSC Online Application System" (http://www.campuschina.org/) and fill out the "China Government Scholarship Application Form" online, and submit the required application materials; Liaoning University’s enrollment code is 10140, and the "Silk Road" China Government Scholarship program category is B.
2.登录“辽宁大学国际留学生在线服务系统”（https://lnu.17gz.org/member/login.do），在线注册账号，点击注册链接激活个人账号，选择“中国政府奖学金“丝绸之路”项目填写申请、提交申请材料。
Log in to the "International Online Service Platform for International Students of Liaoning University (https://lnu.17gz.org/member/login.do), register an account online, click on the link to activate your personal account, select "Chinese Government Scholarship - (Type B) Silk Road Scholarship program", fill out the application, submit the application materials.
3.我校将在报名结束后组织符合条件的申请者参加线上笔试和面试。主要考察申请人的对华态度、学习成绩、科研能力、语言水平、综合素质、发展潜力、健康状况及无犯罪记录等，择优选拔推荐人选。具体时间将通过我校留学生招生办公室官方邮箱通知到申请人提交的个人联系邮箱。面试优胜者将获得我校出具的预录取通知书。
The university will organize eligible applicants to participate in an online written examination and an interview after the registration deadline. It mainly examines the applicant’s attitude towards China, academic performance, scientific research ability, language proficiency, comprehensive quality, development potential, health status, and the absence of no criminal records, etc., and selects and recommends candidates based on their excellence. International Student Admissions Office of Liaoning University will send the notification about the specific time and arrangement to applicants’ email.The successful candidates will receive a Pre-Admission Letter issued by LNU.
4.我校向国家留学基金管理委员会提交推荐人选名单。
The university shall submit a list of the recommended candidates to the China Scholarship Council (CSC).
5.国家留学基金管理委员会组织有关专家对推荐人选进行资格和学术审核，最终确定录取人选。
The CSC will organize relevant experts to conduct qualifications and academic assessments of the recommended candidates, ultimately determining the accepted candidates.
6.国家留学基金管理委员会通知学校录取结果，由学校通知被录取人员。
The CSC will notify the university of the admission results, which will be communicated to the admitted candidates by LNU.
注:获得我校拟录取资格且2025年9月直接进入专业学习的本科层次申请人均需参加由CSC组织的来华留学本科新生入学学业水平测试，具体测试安排另行通知。
Note: Applicants who have been pre-admitted to LNU and will directly entry major study in September of 2025 are required to participate in “The Academic Proficiency Entrance Test for International Undergraduates” organized by the CSC, details of which will be announced further.

七、注意事项
Ⅶ Important Notes
1.申请材料不齐全、不真实，申请专业不存在或不在项目资助范围，将不予考虑。
Applications with incomplete or inaccurate materials, or those applying for nonexistent programs or programs not covered by the scholarship, will not be considered.
2.奖学金获得者须按照学校规定的时间办理报到、注册手续。未经批准而逾期不报到者，按自动放弃学籍处理，所获得的奖学金资格亦自动取消。
Scholarship recipients must complete registration procedures within the time specified by LNU. Those who fail to register without prior approval will be regarded as having forfeited their admission status, and their scholarship qualification will be automatically revoked.
3.奖学金获得者须按规定参加奖学金年度评审。不参加评审或者评审不合格者，将被终止或者取消其享受奖学金的资格。
Scholarship recipients are required to participate in the annual review of the scholarship as stipulated. Failure to attend the review or receiving an unsatisfactory review result will lead to the suspension or cancellation of the scholarship.
4.中国政府奖学金生不得同时享受中国各级政府和录取院校设立的其他奖学金（不含各类一次性奖励金）的资助，一经发现，其中国政府奖学金资格将予以取消并须退还已领取的中国政府奖学金。对于刻意隐瞒资助情况的，除取消资格外三年内不允许申请中国政府奖学金。
Chinese Government Scholarship recipients are not allowed to receive other scholarships provided by any level of the Chinese government or the admitting institution (excluding one-time awards). If found in violation, their Chinese Government Scholarship will be revoked and any disbursed funds must be returned Applicants who deliberately conceal such financial support will be disqualified and barred from applying for the Chinese Government Scholarship for the next three years.
